Inter-ethnic acting is acting taken to the anthropological level.  The idea is to take experience in other cultures, and integrate those experiences with one's on acting.  That is acting in which your role is in another cultural plot... often times that means you will act in a foreign language... in many ways this form of acting takes great discipline and is much harder to be recognized many conventional forms of acting.  Intarsia will work hard to popularize this concept.
